This catalogue contains comprehensive details about the innovative range of Homeland Security
(HLS) products and systems provided by Israeli companies. These solutions are unique for
no other country has had real-time experience of fending off terror that is comparable with Israel.
Israel has an extensive pool of engineers and former senior officers with the police,

Established jointly by the Israeli government and the private sector, the Israel Export and
International Cooperation Institute (IEICI) acts as a gateway to business in Israel. With
2,600 members companies, we promote industrial exports and exports of services and develop
trade relations, cooperation and strategic alliances with overseas companies.
Over the past decade, and particularly since 9/11, our international activities and unique
programs have placed special emphasis on promoting HLS products and systems through the Aerospace
and HLS Department in our Technologies Division.

Israel has more than 300 Homeland Security (HLS) companies exporting a range of products, systems and services.
These solutions have been born by the necessity of Israel’s survival and matured by the reality of the
continual terrorist threat to the country.
No other country has such a large pool of experienced former security, military and police personnel and
no other country has been able to field test its systems and solutions in real-time situations.
This combined with Israel’s high-tech capabilities and strong R&D capabilities allows the country’s
HLS industry to produce tailor-made solutions for each customer at the best-value prices.

Promoting Israel’s HLS Industry
The Israel Export and International Cooperation Institute (IEICI) is the primary organization facilitating
trade ties, joint ventures and strategic alliances between overseas and Israeli companies.
Established jointly by the government and industry in 1958, the IEICI is charged with promoting Israel’s
exports of goods and services, and is one of Israel’s official, professional organizations for handling,
managing and furthering the efforts of Homeland Security related industries to seek, identify, approach
and penetrate HLS and public safety projects and programs worldwide.
This is achieved through the HLS Department, which is within the IEICI’s Technologies Division, one of
IEICI’s five business departments. The HLS Department is familiar with the hundreds of local security-related
industries around Israel.
The HLS Department of the IEICI operates international initiatives and unique programs. The Department
provides information to overseas companies about these Israeli capabilities and set up contacts,
meetings and tours in Israel for visiting delegations of public officials and private businessmen.
At the same time the Department provides information to Israeli companies about overseas opportunities
and assists them in penetrating new markets and “opening doors” where appropriate.
The Department also organizes overseas delegations of Israeli companies to conferences and events and
organizes Israeli pavilions at major trade fairs.
2009/2010 Target Markets
In 2009/2010 the HLS Department is focusing efforts on the following markets and countries:
India - World market research has indicated that India is one of the larger growth markets in civilian
security where there is increasing counter-terrorism awareness due to the tragic terror attack in Mumbai
in 2008 and other internal security problems on the subcontinent. The Commonwealth Games in New Delhi
in 2010 in which 52 countries will participate has huge potential for HLS industries.
Central and Eastern Europe - Euro 2012 (the European soccer championships) in Poland and Ukraine requires
upgraded security infrastructures at airports, hotels, transport security, mass public events and more.
Far East and Asia - This region is becoming increasingly vulnerable to terror and is continually having
to cope with natural disasters. This region also has the largest potential for economic growth and IEICI
is focusing on Japan, India, Thailand, Vietnam and Korea.
Latin America - Brazil, one of the world’s fastest growing economies, is having to combat increasing
crime and terror, and is a gateway to the rest of the continent.
South Africa - Will host the 2010 World Cup requiring the country to find solutions for global terror
and chronic crime.
Western Europe - France holds two of the world’s most important showcases for HLS products – the Paris
air show in June and the HLS exhibition (MILIPOL) in November.
United States- Ongoing activities in this central market with a major focus on federal and state authorities,
end-users and strategic business partners.
